Ordinances are referenced by Title and Ordinance Number. The ordinance
number is assigned beginning with the year it is approved, followed by "OR" for
ordinance, and then a two digit number beginning with 01 followed in numerical
succession during each calendar year. For example, the first ordinance
passed in the year of 2008 was numbered: 2008-OR-01.
